2025 New U3 Level 1 Energy Efficiency
When purchasing a water heater, it’s crucial to choose a model with a Level 1 Energy Efficiency Label, to ensure that while you are enjoying a comfortable shower, you are saving electricity and reducing your utility bills as well!
However, here's an important reminder: The Electrical and Mechanical Services Department (EMSD) has fully implemented the new and more astringent energy efficiency grading standard (U3) for storage electric water heaters on September 30, 2025!

While the appearance of the new energy label may look the same as the old one, the new MEELS label features [U3-] printed before the reference number for identification. Under the new rating system, storage electric water heaters awarded a Level 1 energy label will achieve approximately 27%* higher energy efficiency compared to the current grading standard. As a result, some previously Level 1 rated storage electric water heaters may drop to Level 2 or even Level 3!
