Pour sugar and oil into the water. Heat up the water so that the sugar dissolves.
Mix flour, baking powder and baking soda in a bowl.
Pour the water in (1) into the flour. Knead into a dough. Set aside for 20 minutes.
Roll the dough into stripes and divide into small sections. Roll each section into a ball. Apply a few drops of water onto the dough balls before putting them into a bowl of sesame seeds. Cover them with sesame seeds.
Heat up oil in the Auto Power Switch Multifunctional Health Cooker using the "Deep Fry" function. Set the temperature to 220C.
Fry the dough balls until a golden yellow colour is shown. Take them out and drain the oil. Serve.
